in F#, ! doesn't mean NOT, it's the reference opperator, so negation requires the not function instead, for example you could write if not <| File.Exists....
В F# смысл ! отличается, и определяется он так:
type 'a ref { Contents : 'a }
let (!) (cell : ref 'a) = cell.ContentsОшибка возникает, потому что вы передали bool, тогда как операнду ! требуется тип bool ref.
Замените его функцией not:
