In section e of McCarthy's 1960 paper, functions are first described using M-expressions and then translated into S-expressions so that functions themselves can be operated on as data. Those are two roles for notation. A description used to explain a function and the data representation consumed by an operation need not be the same thing. When we call both merely Lisp syntax, which design choice do we hide about the relationship between description and representation?
